The Ministry of Infrastructure and Transport (MoIT) has announced plans to review the existing three‑storey building height limit, which currently places restrictions on the maximum number of floors allowed for new constructions under Section 8 of the Bhutan Building Code.
According to the ministry, a Joint Technical Committee will be formed to conduct a comprehensive assessment of the rule. The review aims to examine whether the current height cap aligns with the nation’s evolving urban development needs, economic growth objectives, and infrastructure demands.
Officials have indicated that the committee will include experts from relevant government departments, urban planners, and technical specialists. They will evaluate potential impacts of relaxing the height limit — such as infrastructure capacity, transportation networks, building safety, environmental factors, and housing availability.
The review comes at a time when many urban centers are facing increasing pressure for higher buildings to meet residential and commercial space requirements amid constrained land availability.
A formal timeline for the committee’s recommendations has not yet been released, but authorities say the review will be conducted thoroughly to ensure that any changes to the current regulations are evidence‑based and beneficial for long‑term development.
