Sexual offence cases have increased steadily over the last four years, rising from just over 100 cases in 2022 to more than 150 last year. This is according to the latest police data. Police cited alcohol and drug abuse as key contributing factors to the increase.
Sexual offences refer to crimes of a sexual nature.
The Penal Code of Bhutan defines and categorises various sexual offences, such as rape, incest, indecent exposure, sexual harassment, and other sexual acts that are criminalised.
According to police data, from 2022 to 2025, a total of 550 sexual offence cases were recorded nationwide, with cases increasing annually.
Thimphu recorded the highest number of cases, with 113 cases over the last four years. The district saw a notable spike last year, when cases rose to 37 from 23 in 2024.
Bumthang and Trongsa reported the fewest cases, with just six and seven cases each during the same period.
Police say many of the incidents have occurred under the influence of alcohol and drugs, particularly during social gatherings and late-night drinking sessions.
According to the police, substance abuse has increased risky behaviour and impaired judgment, making individuals more vulnerable both as victims and perpetrators.
Individuals aged 18 to 35 accounted for the highest number of those involved in sexual offences.
Police say male victims rarely report cases of sexual offences.
“The Royal Bhutan Police is stepping up our efforts. We are training ourselves and our officers to effectively do the job. We tell them, if they perform well, crime will decline, and if not, it will rise. On enforcement, all our officers are working together,” said Colonel Passang Dorji, the Deputy Chief of Police of the Crime Division.
He added that police officials are ensuring that victims can access the right support by creating awareness at the grassroots level.
